Ingredients

  • 2 lbs ground beef (80/20)
  • 1 cup breadcrumbs (panko preferred)
  • 2 large eggs
  • 1 medium onion, diced
  • 2 cloves garlic, minced
  • 1/4 cup ketchup
  • 1 tbsp Worcestershire sauce
  • 1 tsp dried oregano
  • 1 tsp salt
  • 1/2 tsp black pepper
  • 1/2 cup milk
  • 1 cup frozen mixed vegetables
  • 4 cups prepared mashed potatoes
  • 1 cup shredded cheddar cheese
  • 2 tbsp butter, melted
  • 1 tbsp fresh parsley, chopped

Instructions

  • Preheat oven to 375°F (190°C) and grease a 9x13-inch baking dish.
  • In a large bowl, combine ground beef, breadcrumbs, eggs, onion, garlic, ketchup, Worcestershire sauce, oregano, salt, pepper, and milk.
  • Mix gently until just combined, avoiding overmixing.
  • Spread the meat mixture evenly into the prepared baking dish.
  • Sprinkle frozen mixed vegetables evenly over the meat layer.
  • Spread mashed potatoes evenly over the vegetables, sealing the top.
  • Drizzle melted butter over the potatoes and sprinkle with shredded cheddar cheese.
  • Bake uncovered for 45–50 minutes until cooked through and golden on top.
  • Let rest for 10 minutes, then garnish with parsley and serve.

Notes

Use 80/20 ground beef for best moisture. Avoid overmixing the meat to keep it tender. Let casserole rest 10 minutes before serving. Can be assembled ahead and refrigerated for 1–2 days or frozen up to 3 months.
